Microsoft is moving parts of its AI portfolio beyond pure per-seat pricing by pairing user licenses with charges tied to usage. The hybrid model keeps recurring seat fees in place while adding a variable billing unit as customers consume more AI capacity.
That model is beginning to show up in Microsoft’s financial results. Dynamics 365 Customer Service credit consumption rose fourfold quarter over quarter, while GitHub Copilot generated what Microsoft called “significant consumption revenue” after its June billing change.
Microsoft also reported more than 30 million paid Microsoft 365 Copilot seats, with net additions more than doubling from the previous quarter, and said GitHub continued adding Business and Enterprise seats.
GitHub Copilot’s revised monthly pricing keeps Business at $19 per user and Enterprise at $39, with equivalent base allowances of GitHub AI Credits. GitHub said existing customers would receive promotional monthly allowances of $30 and $70, respectively, from June through August. Additional use can be purchased at published rates after the shared organisational pool is exhausted, unless an administrator caps further spending.
GitHub calculates credit consumption from input, output and cached tokens using each model’s listed application programming interface rates. GitHub attributed the change to longer agentic coding sessions and higher inference demands, contending that its previous premium-request model was “no longer sustainable.”
Copilot Cowork similarly combines licensing and metered consumption. Access requires a Microsoft 365 Copilot user license, while each Cowork task consumes Copilot Credits based on model use, context retrieval, tool calls and runtime. Microsoft reported thousands of paying Cowork customers after making the service generally available in June.
Selected Dynamics 365 agent capabilities also use consumption billing. Microsoft offers prepaid capacity and pay-as-you-go billing, with usage measured in messages and consumption varying according to an event’s complexity. If capacity is exhausted, the affected capability can become unavailable until more is assigned or purchased.
Microsoft had reported early adoption of the billing approach three months earlier. Nearly 60% of Dynamics 365 Customer Service customers were purchasing usage-based credits in the fiscal third quarter.
“Customers want predictability, especially for budgets and procurement,” Chief Executive Satya Nadella said, describing a structure in which seats include base usage and consumption above the allowance is billed separately.
Microsoft did not break out the revenue attributable to licenses and consumption.
Microsoft’s Copilot Credits administration tools allow organisations to allocate credits, restrict who can consume them and set budgets, alerts and hard caps. Administrators can examine spending by user, group, service or agent, while GitHub lets administrators set enterprise-, cost-center- and user-level budgets and block additional use once a limit is reached.
A June FinOps Foundation paper identified managing token cost and use as the top challenge reported by FinOps practitioners, citing opaque billing, limited native allocation and prices that differ across models and use cases. The paper rated cost allocation for AI developer tools sold through seat-plus-usage pricing as more difficult than for embedded SaaS AI sold through per-seat or platform fees.
Salesforce’s Agentforce pricing includes a $5 monthly employee license that requires Flex Credits, with individual agent actions metered from a shared pool. Salesforce separately offers per-conversation pricing and employee add-ons with unmetered Agentforce use. The company says Flex Credits and conversation pricing cannot be used in the same organisation.
Microsoft has not disclosed average customer spending under the hybrid arrangements, the proportion of GitHub Copilot revenue generated by consumption or how often customers exhaust included credits.
The reported fourfold increase also lacks a disclosed starting value. The disclosures show that usage revenue has begun and credit consumption is rising, but not whether customers ultimately pay more or less than they would under fixed licensing alone.
